impersonation of presiential candidate is a very big deal and should be taken seriously. Our government needs to take all of the action necessary to prevent such scheme to harm our candidates chances at a fair election.

Your concerns are not unreasonable. Though, further investigation suggest this has nothing to do with vote manipulation or the election it self.
Since the "impersonation" was not done with malicious intent and the R.O.S abraker's reputation wasn't affected, we've concluded that this whole thread was just a joke, although a bit overdone.
And since this isn't a personal attack with malicious intent, candidate KatouMegumi hasn't violated any election rules yet.
