Problem Details:
Basically I uninstalled and reinstalled osu! and got my fps locked at 120 with 8.4ms, and therefore I can't play

Video or screenshot showing the problem:

osu! version: 20180626.1

I have the same issue, but no method used has worked. As a result, I am led to believe that 120fps is the cap for osu. However, 120fps is definitely still playable.

You might have some sort of app outside of osu! that keeps the frame rate kept at 120. For an example a program, like Dxtory, has a build-in framerate limiter that would cap your settings for opengl or directx games. You should try closing every program that you don't need while playing.

How can I know which program/process does that ? seems kinda hard tho

By the way, I noticed that when I share my screen with Discord, the fps uncap, which reduces input lag by a lot

first try changing it in options, should be called "frame limiter", try setting that to 240 or unlimited (might lock your fps to your screen refresh rate tho, follow whats written below to get rid of it)

if you have nvidia then right click anywhere on desktop, select nvidia settings, in 3d settings tab choose tab called "program settings", find osu, disable anything related to vertical synchronization (vsync, gsync..) & disable triple buffering, APPLY, try launching osu again
Toxi
navigate to your Osu! directory and delete osu!.USER.cfg

This will reset all of your settings but could also fix the FPS issue.

Edit: Also, in the CFG file, try to find "custom framerate" or something similar and set it to whatever you are comfortable with

Tried everything, not working :/
Do you think it is due to Nvidia Optimus ? I mean idk what it is exactly but I guess it can be related to this

What is your monitor's refresh rate. 120 is a pretty weird number if it isn't Vsync.

Can you try disabling Discord's in-game overlay? If you have any other programs open that could be putting an overlay on the game, or have the ability to reduce the game to a certain framerate, try disabling them too.

I'm using an external monitor, and I tested osu! with and without Discord etc.
I don't know which programs can lock my fps tho

Discord just minimizes itself to your system tray when you close it, which is why I just suggest turning off the overlay unless you explicitly close it from there. Anything that you don't need to have running in order for your computer to work correctly can be closed.

Right click on your desktop and click on Display Settings, click on the display you are using, then hit Advanced display settings. Your refresh rate should be listed there.

Here, I've made a list of things to try from another thread a couple of months back https://osu.ppy.sh/community/forums/topics/688876:
  1. Plug in your laptop (if you are using one)
  2. Disable fullscreen optimizations
  3. Update or reinstall graphics drivers (both integrated and dedicated)
  4. Disable programs like "EVGA Precision X" or "MSI Afterburner" (these should be included in the "anything your computer doesn't need to run properly" section)
  5. Disable game DVR and game bar
The last thing in that thread that ultimately resolved the issue they were having was to install a slightly older version of their Intel integrated graphics drivers. I would do this last (assuming you have an integrated GPU). This is also assuming your issue is the same as the one they were having, just with a different number.

Nothing is working but I found out that by launching osu! on my internal screen fps were uncapped and it was only capping for the external one

Also my Intel drivers cannot be "downgraded", and the last update of those make my external screen crazy

FPS seem to cap on external monitor with every single game, not osu related then

OK so after uninstalling lots of things, trying different cables and everything, it is finally WORKING !
I think I solved it by totally uninstalling my intel 530 graphics card drievrs and then downloading it back with the microsoft built-in drivers downloader
w/e thanks everyone
