This 'game' was part of a marketing campaign for The LEGO Movie. Basically, it's a map, but if you zoom in far enough, you'll start to see buildings made out of LEGO bricks. If you can find an empty baseplate on the map, you can build there.
Oh, and it's a real map, so you can build on your home street.
