I do agree that the fan base can ruin someone's view towards a certain anime, but I don't think it should be labeled as a reason.
And also, many fans claim that the character development is great, but I've seen none or little. Every character felt boring or a cliche (at least to me).

Most people who argue that there is character development in a given anime don't know shit. It's like they think it just means having characters, especially if they're arguing for a moeblob. There are no exceptions to this rule.
Off the top of my head, Psycho Pass had good character development. Just as an example.
Speaking of, I still can't believe that moeblob/slice of life anime is so disgustingly abundant.
It's like futa in /d/. At first it was just there on equal measure with everything but then people started going to it just because it had futa and now (well, a year ago) it's nothing but futa.
Off the top of my head, Psycho Pass had good character development. Just as an example.

With that being said, balancing plays no role in popularity lol. The people who complain about OP champs are the people who are bad at the game. It's a fact. Every game might need some tweaking to a champ every now and again (which it does happen), but dota2 isn't going to become more popular because you think they balance champs better lol.There's a little thing called marketing, player base, sponsors, and how easy the game is to pick up and play. There are so many reasons why league is more popular, and you think the reason why your game will become more popular is, because you think they balance champs better? Good luck with that man.
