I've looked around and I can't seem to find anything about it, if someone can direct me to information regarding this I would be more than grateful.

Is there a way to set my menu background as the image used for every map I play? Basically so the only image I ever see on osu is my menu background?

you could use it as playfield.png, but map backgrounds override it. basically, no. not as long as a map has it's own background.
