That one is always there in classes, no ? I don't think you included lunch breaks in your "always", but workplaces do tend to let their employees eat if you have a halfway decent job. Of course this also allows for a good 30 minutes to browse non-work related sites while eating, but that doesn't change the fact that there are still people who should be paying attention at either place, but they don't
And that's entirely their own problem, although some halfway decent workplaces do allow employees to relax and browse not-work-related things while working.
