If you find yourself having this issue. Please follow these steps.

I wait for about 16 hours and it still loop!!!

It's a file created it your osu! folder after following the steps in the OP. It won't fix the update loop, it'll log what's happening to the updating process. Paste the contents of the update_log.txt file in a post here.

This is after several update attempts. Always says 13 need updating but i never see it go past 11. seems to skip them.

Ran the updater all night to get the log. Posting it here. Tried the osu.exe and it still continues to update. wont let me exit and play. Hope to see it fixed. Want to come back after a long hiatus.

Seems as though every time the update restarts it resets the update_log. I tried to catch it at 100% before it reset. Ill post that and every time it reupdates I get a new update_log_lastsuccess Ill post that as well in case it is relevant.

The update still loops

Is this a problem about computer systems? Because my friend has Window 7, he installed osu and recently and it runs perfectly fine. I have a WinXP computer, and when I try updating, it loops. When I used the new osu!.exe, it asked me if I want to run the file everytime it reset. I clicked "Cancel" at the second time it asked me and a window shows up. It says: osu!.exe has encountered a problem and needs to close. We're sorry for the inconvenience.
Oh, and if this helps, every time it reset the client, it always start at 60%, even if you use the installer (For me, at least.) I think the problem is because the client thinks that the previous 60% is finished and it continues the update, but when the update finishes, the game realizes that the previous 60% is unavailable and it runs the client again to re-update. I think.

@peppy: Yes it is still looping. It says its complete at 100% but then deletes all dll that downloads and restarts. all my drivers are up to date and .net is as well. Ive tried everything i can think of. a complete reinstall and replacing of osu. i have windows 7 and ive tried in compatibility mode as well. I seem to get it with a new install after i disconnect the internet but as soon as i reconnect it force updates and i go through the loop. the only thing i havent done is completely reinstall windows which id rather not do due to the sheer amount of backup id have to do to my files.

PS. I also get a random update_log in my downloads folder for some reason from time to time. idk if its relevant

Tried taking down windows defender also disabled antivirus just in case. no go. tried another fresh install but the same repeat update but my update_log looks different this time around.

I also had this error, what I did was backup my music and skins and then deleted everything except the osu!install.exe. Ther just run it, install the game and restart so that it runs the updater and then just copy back the skins and songs. (I know this isn't a fix but it got rid of the problem on my side)

Same thing goes on linux/wine. Reinstallation (in a new prefix) doesn't work. I have a backup of b20150414.2 which runs fine, but, say, if I got up-to-date libraries from someone else's installation, it still forces an update.

Perhaps the checksums in osu!.cfg aren't updated after the files get downloaded? Check the file permissions?
edit: It was worth a try anyway.

My workarround:
Open osu, go to settings and select beta version. Osu will update to beta. Then restart and select Stable version. Osu will update again back to stable. No more problem

These people posting logs with nothing else aren't helping. Where are you coming from? Do you not speak english? I don't get it.

@HWCI read the log. osu! can't clean up its own files. this means something else on your pc is being a dick to osu!. virus scanners? anything else which would touch osu!'s files?

No.
See from the log the osu! updater failed to download this library and some others .dll files.
"Failed to cleanup STAGING" keeps showing.
I tried with both the latest version of osu!.exe and the one you provided.

Did you figure out why osu! can't clean up its own files? virus scanner? tried restarting?

I tried to install osu! but there's only ‘Localisation’ file and update_log.txt.

I know it's 2018 now and no one is getting this error, but... I still encounter this flaw when I install Osu! into my new PC. So, If there is anything anyone can help, please help. I will be very grateful.
