Osu! Offset issue on my new Laptop

Problem details: Hello everyone! I haven't touched the game in years and it was when I had a potato PC in 2017 and 2018 ... Yesterday I decided to get back to the game as I really enjoyed it back in the day even Though I was quite avg :) Anyways Now I have a new Gaming Laptop that is very good on all the games I love playing except for one game. Osu!. Whenever I play a beatmap the notes always come before the actual rhythm of the song (Which means the hitcircle always comes like 0.5 to 1 sec earlier than it's actual intended note in the music of the beatmap.) Now I know a lot of people I asked told me to increase the universal offset amount to make the notes Appear later hence fixing the issue... However It did not really resolve my issue at all for some reason. I also tried decreasing it to -xxx instead of positive numbers and it didn't help either. I'm starting to feel like it's something related to the game files maybe or the Laptop itself but I can't really tell ... Any help in troubleshooting this would be largely appreciated. Maybe some system tweaks?

[/heading] I don't really have an actual video showcasing the issue but I do feel like you already know what I'm talking about.

TLDR: I have an issue with notes appearing ~0.5 before the song which is offset obv but the univ offset didn't fix it for my game for some reason. Any idea what might fix the game?

a video and a replay (export with F2 after a play) would be very helpful even if you don't think it's needed. also include footage of autoplay if possible

this kind of sounds like audio latency which is common with wireless/USB audio but can also be caused by bad drivers. but i would need the video to be sure
