After looking at other player's Easy, Normal and Hard diffs...., does Slider Velocity need to stay at 1 or can it go in a range such as {0.5<SV<1.5}

Slider velocity increases as difficulty increases.

Fow difficulties below 3*, always set to 1.0 because new players have hard time adjusting to slider velocity. Constant spacing is important at this difficulty range.

For 4* and above, commonly mapped anime style is slider velocity 0.8 (slow part) ~ 1.0 (normal part) ~ 1.2 (kiai part).

Modern tech style has insane slider velocities scattered from 0.5 to 3.5 just because overemphasis, try to avoid mapping them as it is not really player-friendly.

It is better to keep SV slow and simple for lower diffs. You can get pretty creative over anything 4+*.

for easy and normal diffs, slight SV changes on a per-section basis are acceptable. especially in normal diffs, it's quite common to vary the SV slightly between calm and intense sections. as a rule of thumb, i would suggest staying between 0.9x and 1.1x, although just sticking to 1.0x for the entire map is also a legitimate option.

hard diffs are quite a bit more lenient. variations like [0.8;1.3] are completely acceptable as long as it doesn't affect readability too much.

for insane and above you can do basically whatever you want.

not necessarily. it's more of a difficulty level thing rather than a star rating thing. a <3* map could very well be a hard diff on a low bpm song, in which case larger SV variations are completely fine. this map, for example, is only 2.7*, yet the SV varies between 0.47x and 1.24x.
