As for how to get the non-dominant arm to perform the same or much similarly, can't help there. Either it just "unlocks" one day or the people who can vibro with their non-dominant arm can still go concerningly fast with their dominant arm and just never need to.
And as a side note, I was in this phase also of wanting to make my left arm comparable to my right. Turns out if you search up such a thing, you get quite a few videos for drummers on getting faster and better with their non-dominant arm.
