Back with new rules
This is an osu!standard 1v1, Score V2, Single Elimination tournament

There will be 2 divisions

Division 1: Ranks 1,000 - 2,499 with 0 badges* + Ranks 2,500 - 25,000 with at least 1 badge
Division 2: Ranks 2,500 - 25,000 with no badges

Players must be within the rank range at the time of registration closing. After registration closes, all player ranks will be locked, and players are free to rank up or down as much as they want. Players will not be kicked out if they exit the rank limit before registration ends, as long as they meet the limit when registration closes.

*if one of your badges is from a tournament that ended in 2019 or earlier, you may have it voided with proof of the tournament’s end date. this is a rule because the standard of gameplay has increased drastically over the years, and older badges are far less valuable than recent badges.

Prizes
1st Place: $30 + Profile Badge (Pending approval) & Profile Banner
2nd Place: $15 + Profile Banner
3rd Place: 1 Month of Supporter + Profile Banner

What even is this tournament?
The All Rounder has always been a tournament for lower rank players to showcase or test how good they actually are on difficult mappools against eachother instead of getting slapped around by the top 100 in open rank.
Since 2018 this tournament series has had maps harder than the average tournaments held for these rank ranges, and has constantly experimented with different rulesets and formats.
TAR5 will try to get approval for a profile badge award for both divisions, players will go through screening by osu! staff, and a profile badge may be awarded to the winner.

The tournament is estimated to take place between July 23 - September 4

1v1, Score v2, failed scores count, NF required
Roll Winner decides if they want First Pick & Second Ban or Second Pick & First Ban
Ban and pick format:
Possible mod combinations
FM: NM, HD, HR, or HDHR
HD: HD
HR: HR, HDHR
DT: DT, HDDT
You can use HD on any map. However, hidden will not receive a mod multiplier.

Warmups must not be longer than 3 minutes.
Players must be in the tournament discord to participate in the tournament.
* If a division finishes registration with under 64 players, the format for that division will change to RO32 Double Elimination, this will not affect the schedule.

Long winded detailed rules for the tournament.

Players are expected to adhere to the osu! Community Rules and In-Game Chat Rules at all times. There will be no exceptions, disqualification will occur should these rules be broken.

All registered players will be screened by the osu! staff team to check for any past infractions of the community guidelines. Players may be denied entry to the tournament based on the results.

Failed scores count
Mods will be allowed on tiebreaker but not required
Map pools will be separated into Freemod, Hidden, Hard Rock, and Double Time.
Players are allowed to use hidden on any map in the pool. However, there will be no multiplier for hidden.
There are no restrictions for picking or banning.
Timers will be enforced to ensure that matches go by fast and the least amount of time possible is wasted. Players will get 60 seconds to decide their picks, they will also get 60 seconds to decide each of their bans, and 60 seconds to ready up after a map has been picked.

Qualifier Lobby Procedure
  1. There can be a maximum of 16 players in a lobby
  2. The referee will begin to invite players to the lobby 5-10 minutes before the scheduled lobby time, players are expected to be online to receive the invite
  3. Players will have a 5 minute grace period to join the lobby before the lobby starts without them.
  4. If a player joins the lobby after it has started, they will play the maps they missed after all the maps have been played as normal.
  5. Qualifier lobbies will not have a warm up
  6. Once the lobby is ready, the referee will begin with the first map in the play order and cycle through maps in the given play order until all the maps have been played.
  7. After all maps have been finished playing, the lobby is over and results will be submitted.

Qualifier Lobby Rules
  1. If a player missed their scheduled lobby, they can reschedule to a lobby available at a later time. This is only allowed once, if a player misses 2 lobbies without prior notice, they will be disqualified from the tournament.
  2. Players can reschedule to a different lobby as many times as they want, as long as there is a lobby and referee available.
  3. If a player is late for their match, each map they miss will be counted as a submitted score of 0. Players will be allowed to replay missed maps at the end of the lobby.
  4. If a player disconnects at any point of the map they will be allowed to replay the map after the lobby has finished. This will only be allowed once, any further disconnections due to technical issues from the same player must be within the first 30 seconds of the map in order for a replay to be possible.
  5. The Lobby should never abort a map after starting it due to a disconnection, the player will have a chance after the map, there is no need to hold up the entire lobby.
Bracket Stage Procedure
  1. An assigned referee will create the lobby and invite players ~5 minutes before match time
  2. There will be a 10 minute grace period for players to arrive. After 5 minutes, the other player will automatically win the roll, after 10 minutes, the player will be disqualified from the match.
  3. Players may choose to play warmups, map must be no longer than 3 minutes.
  4. Players proceed to the ban and pick phase.
  5. There is no losers bracket, once you lose, you are out.
Miscellaneous Rules
  1. If a player shows up after the match has been DQed and considered a noshow, they will be allowed to reschedule the match if the other player agrees and there is a referee for the rescheduled time.
  2. If a player disconnects within the first 30 seconds of the map, they may reconnect within 10 minutes and replay the map. This will only be allowed once per lobby per player. Any disconnections after the first will result in the player's score counting as 0, unless the player has proof of their submitted score on the map.
  3. If a player disconnects at any point near map completion, their score at the time of disconnecting will be counted if there is reliable evidence that they had that score.
    Evidence counts as - a registered local score showing the time of the score, a stream/video/screenshot of the score before disconnecting, a referee in lobby who had access to the live score during the match, scores being submitted in IRC, etc, ask the referee if you are not sure if something is counted as evidence or not.
  4. If a player is unable to reconnect, they may try to reschedule the match with their opponent. If this isn't possible, then the player will have to forfeit.
  5. If somebody has to use the toilet, or take a minute break for personal reasons, just let them do it.
  6. If a player has technical difficulties downloading a map during the match, they will be given 5 minutes to resolve the issue. Maps should be downloaded before the match starts, so it is the player's responsibility to be prepared. If the issue isn't solved within the time limit, it will count as a map loss.
Throughout the tournament, referees will be trusted to make reasonable decisions on a case by case basis as each situation presents itself. If something is not stated in the rules, the referee will be allowed to make judgement based on common sense and valid reasoning using logic and/or evidence.
