Control Panel > System > Hardware(tab) > Device Manager (pill button) > Display Adapters

should tell you. At least for XP.

On-board graphics cards are definitely not designed for gaming...but, on the bright side, for just a couple hundred dollars you can turn an ordinary, non-archaic PC into a relatively-gaming PC.

Unfortunately some of these onboard graphics cards were made as economically as possible, and therefore pixel shader support was left out. Unfortunately I can't offer any more at the moment than my condolences. You could pick up a 2nd hand card for $10-20 that supports pixel shaders if you are lucky, but otherwise I'm afraid osu! is not going to run.
