Old builds get banned when they might be incompatible with new beatmaps.

Edit: No, this is the wrong error message. This could be IRC port issues with your ISP. Can you connect to any IRC chat via a client? (ie. not mibbit or other webclients)

I get the error:

Connection to irc://osu.ppy.sh/ (irc://osu.ppy.sh/) refused. [Help] Reconnecting in 15 seconds. [Cancel]

When using Chatzilla.

A possible issue could be if you use any sort of IP blocking program (PeerBlock, PeerGuardian) is that one of the list you are using is blocking Osu!
I had this issue when I blocked anti-p2p organizations.
