That file does pretty much nothing now. It was used for configuring osu!mania for different key counts in skinning, in this case 4 keys.
Xk.ini files don't work anymore, copy it's contents to skin.ini

For that you also need to add a [Mania] header and state the number of keys ("Keys: 4").
