That's an incredibly vague description. I really doubt anyone is going to be able to find the
exact skin you are looking for based off that alone, there are a lot of skins with dots as the hit bursts. Not to mention anyone could have taken hitburts from another skin and put them into their own, so even if someone does happen to know the original skin they came from, it might still not be what you are looking for.
Your best options are probably just to look for it
here, provide more detail other than just the hitburts, or try to remember who you saw using the skin and ask them for it.
