Problem details:

So I've been having this issue where my cursor bounces back to the center of the screen whenever I move it to the side of the screen. Very annoying when trying to select mods and visual settings. I use the cth480 and play on a mac. This only happens in osu! and it doesn't happen when I use my mouse.

i suggest you disable windows ink on your tablet driver.
it should help

Try to disable Windows Ink ,

Because it is actually trying to fix the cursor.

Windows isnt that good at thinking i guess ;)

For Wacom or Huion H430P Tablet Users, there should be a checkbox in your Tablet Driver settings to disable / enable Windows ink. You want to uncheck it.

For Wacom tablets, it is located in the Mapping section of your drivers:

For the Huion H430P, it is located in the Digital Pen section of your drivers:

osu! uses the Microsoft Ink API to interact with tablets (at least on windows), but i'm not sure what to do with macs...try playing with the settings and see if it works. you will have to wait for a mac user to come or one of the mods.

sorry for no audio in the video, recording audio on a mac takes a long time, (believe it or not) and I was too lazy to do that. also the quality is because of OBS, not me, (trust me my game looks a lot better then that!)

What settings in game have you set regarding Raw Input and Sensitivity? If sensitivity is set to something other than 1.0 change it back to 1.0 and see if the problem persists. If raw input is on try turning it off.

That "fix my pen" thing exists because Microsoft added a lot of crap that was supposed to make it easier to use a tablet, or use your computer as a tablet/touchscreen. More often than not, it just made doing things a lot more difficult. Most of that nonsense was fixed in Windows 10, and Wacom added a "Windows Ink" toggle in their newer drivers that automatically disabled some of that stuff anyway. Nothing that program does affects macOS at all, and it doesn't need a macOS equivalent because none of the issues are even present there.

OK. it is the sensitivity that is doing it. but if I turn off raw input, my cursor just freaks out. I don't really want a sensitivity of 1 so do you know how to stop the problem without changing sensitivity?

I haven't been able to find a workaround for the problem as of yet. One thing that may work is reenabling CaptureDisplaysForFullscreen (https://osu.ppy.sh/community/forums/topics/679205 under "Help! I'm running a dual monitor setup and osu! blacks out my other screen!" except change "n" to "Y") but if you do this switching out of fullscreen will be more difficult. What I do at the moment is change the tablet mapping size in the Wacom settings for "All Other Applications". Alternatively, if you reenable the use of XQuartz you can set the tablet mapping size to be just for XQuartz but at the cost of performance, frame drops and an increase of input lag.

There is no other known solution to your issue other than by doing what you already did. Changing your area and increasing your sensitivity lead to the exact same thing. Tablets + Sensitivity/Raw input not working is a well known issue, so there is no need to bump this.

So, basically, making the tablet area smaller increases sensitivity without the weird bugs that happens when increasing the in-game sensitivity. Thank you, that solved the problem.

It is a bit annoying playing with a small area though, as I preferred playing with the full area, so hopefully there is a way to fix the problem without changing the settings on the actual tablet.

Hopefully this problem will be fixed soon so OSX users don't have to play with a fixed area forever.
