Try to install newer NET.Framework ( https://www.microsoft.com/net/download/dotnet-framework-runtime ) .

I play this game on internet cafe then if i change or restart the pc it isn't install again ...

Give this a try:

Create an osu! folder in the path specified in the error message if it does not already exist: "C:\users\dragon\appdata\local\osu!"

Move "osu!install.exe" into that folder, rename it to "osu!.exe", then run it.
