input latency (catcher speed) > refresh rate (time machine) > resolution (eye candy) if you catcher fast enough you don't need to slow the time to catch it, but you will need to have very good intuition and dexterity (that why training is have real impact)
but if you don't fast enough even you can slow the time, what can you do is just to know that you are still too slow to catch it it will decrease your need for intuition and give a lot a way to learn new dexterity style (dexterity response with visual feed back so it help training a lot)
and least important thing eye candy to boost your soul (you can still boost your soul by win and get number 1 or 2 or 3 or any higher rank that can impress you and other) (in other game maybe it will give you other benefit ... idk)

you may already know this but (lower is better) input latency --> need processing power cpu and gpu (higher is better) refresh rate --> your monitor (higher is better) resolution --> your monitor
consider to buy other than monitor if your input latency is still too high if you have potato pc like many other (and me T_T) maybe try to lowering the resolution and give some tweak on game setting to boost performance i try to use 640x480 on my "serious mode" and just press (alt + enter) to change mode to "casual mode" (because you can have different resolution on full screen mode and borderless mode)
and also to check for latency you can use "show fps" on option to see latency and don't forget to set "frame limitter" to "unlimited"
with this now i can get around 0.98ms from 8ms before i change to "unlimited" (that around 8 time more catcher speed) (i use Intel® Core™ i7-4700HQ + Nvidia GeForce GT 745M on my laptop) (but it get thermal throttling and become potato pc) (even my brother netbook perform better) (i hope to know pc sooner) (so i share this)
actually there is still some detail about what thing you should disable and you should not like picture on every combo story board or video and any thing you think might help
