Where are you clicking on the maps from? Can you provide a link to one of them please?

I have this problem too after downloading a lot of maps and then i suddently couldn't download more any map no matter what map it is and i have tried different browsers too

Apparently the new website does not tell you when you've hit the download limit and just displays this page instead.

There is an issue open for this on GitHub: https://github.com/ppy/osu-web/issues/3634
