Problem Details:
I am getting quite a lot of stutter i have no apps running in the background and am in full screen, i have low ms and fps seems fine

Same issues, posted on a thread last night about this too.
Haven't found any resolution yet myself.

Just re-downloaded Osu, it keeps blinking or stuttering and I haven't even logged in yet. Didn't find any solutions of it myself yet.

turning off superfetch fixed it for me
