I wonder if you're running osu! with a NVIDIA GPU on fullscreen... If so, you might want to take a look at
this.Possible fixes/workarounds/solutions:
1) Run osu! on integrated graphics (if you aren't already/if possible).
2) Run osu! on fullscreen borderless windowed.
If none of this works, I apologize in advance.
I also suggest you provide more information on your computer and other relevant settings (fps caps, external programs) to allow the community to be able to help you with your issue as effectively as possible. Else, we don't have much to work with.
