Have you tried going into your setting on osu! and changing the FPS Limit to Unlimited/240fps?
Option #2:
Go into your NVIDIA control panel >>Manage 3D settings and Disable Vertical Sync and set Virtual Reaility pre-rendered frames to 1.
If that doesn't work, do you have RSS (Rivatuner Statistics Server) running by any chance? It comes with MSI Afterburner. If so disable it since it limits your fps if you adjusted it to do so.
If these options don't work, I'd recommend following this video to clean install your video drivers.

Then I'd assume it really is something to do with your NVIDIA settings or your control panel of your card.SteveEricJordan wrote:

sadly i tried all that and it didn't help, but thanks anyways!
and yes, i use rivatuner because i have a gsync panel but even when i dont have rivatuner running or don't set a limit the fps is limited to 60, it's really weird.
