So, I want to change the cursor sensitivity in osu!, but it always turns raw input on and I can't use my tablet. I already tried disabling Windows Ink in the Wacom Tablet Properties (I own an Intuos CTH-480). I'm using Windows 10. How can I fix this?

You'll have to change the play area

The smaller the area, the faster your cursor will move across the screen. Here's an example (although I have a CTH-490 instead of 480, but the same steps still apply)
