Problem Details:

Can not exceed 32 Mbit , While others load on 60+ mbit.
How to upload more than 30+ Mbit?

Only marathon beatmaps can have a limit of 100mb. Normal maps are limited to 24mb, iirc. Try changing your map's Difficulty name to Marathon and see if you are able to update your beatmap.
