Do i need 2 diffs before uploading beatmap?

From https://osu.ppy.sh/help/wiki/Submission, "Beatmappers can submit either Work-In-Progress (WIP) beatmaps or beatmaps they deem complete (2 difficulties needed) to the Beatmap's Work In Progress/Help and Pending Beatmaps subforums respectively." But I see a lot of ranked beatmaps that only have 1 difficulty?

Only need 1 difficulty if it is above 5 minutes. Otherwise you need a normal or easy difficulty and then at least one more of whatever difficulty you choose.

No, you can upload a map with as many difficulties as you like.
Until very recently, maps with only 1 difficulty could only be uploaded to Work In Progress, but now it is also possible to submit them to pending as well.
Prior to this change, maps that qualified for the approval category of the ranking criteria (more than 5 minutes of drain time) were manually moved from WIP to Pending by members of the GMT.
