Try installing osu! using the old installer. You should be able to run osu! after that.
Did you copy osu! from another computer?
It might be that you copied from a 64 bit installation and placed it in a 32 bit computer
You will need to get the installer and reinstall it again
You can just move the songs and skins in a folder, install it then move it back

I've copy osu from another computer, because my pc can't connect to internet... I'll try to install old version
to my pc..
oh..., is the old installer offline when installing in pc?
and can you upload the data and files of osu so that i can install it in my pc offline..

Old installer is offline when you install it.
osu! Is completely portable, you can copy the files and it'll still work, even on a USB.
