[Archived] High frame drops and stutters with new monitor

Hello!

I have recently changed monitors from some Viewsonic 1680x1050 to a ASUS 1920x1080 (60Hz), and problem is I keep getting high frame drops (the red squares) and stuttering. When I use Ctrl+F11 I notice spikes of BetweenFrames, but I have no idea what it is.

I have tried lowering my FPS cap, but no matter what I do, even though I know my PC can reach the cap, it just won't, and instead have a whole lot of dropped frames.

With my old monitor (several years old), I used to be able to reach 1000+ FPS easily, no stuttering and barely any dropped frames, 0.x ms and all the kit, perfectly. Now, I get the dropped frames and barely never can get lower than 2-3ms.

I have tried:
- LowResolution 1
- Turning off all Windows visual effects settings
- Disabled Vsync
- Using the lowering stutters setting in osu
- Tried the Default skin (so it's not a skin issue)
- Closing all possible apps in the background

Since I could run osu perfectly before, I tend to doubt the reason of the lags is because my PC isn't powerful enough, but I'll just wait and see what can fix it.

PC Specs:
- ASUS VC239-4 monitor
- AMD FX-8350 8-Core Processor 4.00 GHz
- MSI 970 Gaming motherboard
- Nvidia GeForce GTX 1060 6Gb
- 16Gb RAM DDR3
