[Archived] osu! Streaming (OBS) Insane lag (15fps)

Problem Details:
When streaming osu!, I get around 15 fps in-game making it unplayable, I can stream other games like CS:GO and get 200+ fps.
Specs:
-AMD Ryzen 1800x @ 4ghz oc
-RAM 32Gb @ 3000Mhz
-GPU Asus GeForce GTX 1080 Strix

OBS settings:
-FPS 60
-Downscale Filter Lanczos
-Resolution 1920x1080
-Encoder x264
-Rate Control CBR
-Bitrate 3000
-Keyframe Interval 2
-CPU Usage Preset faster
-Profile (None)
-Tune(None)
-VFR Unchecked

Do you have try to downgrade the Resolution ? like 1280x720 ? if not, try it.

I tried using 1280x720 same results, I can stream games like CS:GO, Rainbow Six Siege, Rust all Max settings and get 100+fps but when I try osu! it is just totally unplayable

My friend has 1080 like me but a Fx-9590 which I alot worse than mine and can stream it fine its kinda weird.
