Everytime I try to start up osu it says GL not found or something like that {this is what it says}

Try doing the following.

Upgrade / Downgrade Or Rollback your Intel Graphics Drivers.
Change "CompatibilityContext" to 0 in the cfg file,
Change "FullScreen" to 0 in the cfg file.
