This would be my problem. It also shows a message saying "Can't find the name of Intel ICD OpenGL driver" (Brings up this message twice).

What are the specifications of your computers?

Graphics are important in this matter, don't leave em out :o
Kao
@OP, usually a restart fixes that problem
Have you tried restarting your computer?

Yes I have that didn't do anything, but made me have to reinstall Google Chrome.
Which is weird but that's done

Hmmm. Do you have a Dedicated GPU? Or only Integrated?

Nope, I'm pretty sure I only have Integrated.

Try downgrading your Graphics Drivers, or use a different version if available.

If that don't work or can't find a way to do so, this should help for now.

This is only a Temporary workaround.

Go into your osu!.PCNAME.cfg file and change Fullscreen from 1 to 0. Save, and then relaunch osu!

Playing without fullscreen is normally not recommended due to how Windows forces DWM buffering and creates a feeling of input delay.

If you are 7 or Vista, you can disable this by disabling the Windows Aero theme. It's completely forced on 8 and 10 and cannot be disabled.

I have already tried do this and unfortunately it doesn't work

That's extremely odd that doesn't work.

I can't really suggest anything as no other "fixes" or workarounds exist currently.

You could always try contacting Intel support and see if they can provide something that might work. ¯\_(ツ)_/¯

Right click on Osu, use integrated graphics. If your game starts, deselect 'full screen'
