Your best bet, especially for a free program, would be using something like GIMP. Do note that, as a free, open-source alternative to something like Photoshop, there's a lot more scale than just your Photos editor app. You should look up any videos or read help guides to kind of get a good feel of the interface. Be sure to also look at existing skins too in how to make your own.
