Problem Details: Like in subject. I can't install the fallback version of osu. I need to change it beacause i have low fps.. lags af. When i want to change the version, pops up the INTERNET PROBLEM (no, my internet is fine).

osu! version: 20170103.2 (latest)

Don't use Fallback, it isn't recommended. It is very old and isn't updated anymore.
But if you must, you can download the old installer here.
