Possibly an obscure bug. Internet is fine, connected to bancho, and the game is not telling me it's trying to submit the score. It is no mod, the same as my global ranked score, so it should have overwritten my score.
In the results screen when I scrolled down it had no scoring info a ranked map would have, no favorites voting, and all that. It's like the game interpreted the map to be unranked at that moment. The results screen was normal the second time I tried the map.
