Problem details: Cannot download any beatmaps, forbidden error comes up on website,

If you just finished downloading a boat-load of beatmaps, you've probably hit the download limit.
The new site doesn't have a specific page for displaying that quite yet, it just gives you a generic "You shouldn't be here" page instead. Try switching to the old site and then downloading a map, you'll most likely get a page that says something along the lines of "slow down".
