I have no idea what you are trying to display in this video, but I'm pretty sure the pens for the 490 and 480 are not compatible with opposite tablets, so I'm not sure why holding the 490 pen next to the 480 pen would make any difference whatsoever.

Again, not sure why you are complaining about Wacom devices here though.

Try using a different cable and/or USB port on your computer, or you should contact Wacom's support.
