I used to play osu! on Windows 7 on GTX 550 Ti and used to get <1ms frametimes and over 600 fps. I transferred all of my settings onto a new computer (Laptop, Windows 10, GTX 1050) and now I get 90fps on fallback and 3ms frametimes. Y tho?
Bonus problem: It takes a few seconds to get out and back into the game while it is fullscreen. in W7 fullscreen, it would act more like borderless, even while not being that.
