I have the creators update.
I haven't experienced this when I got Win 10, everything worked fine for the first few days but all of a sudden I started getting laggy aim with my tablet.
I don't seem to experience it with my mouse though, is something wrong with the Windows or the game?

what tablet is it ? Also, that's not your issue at all, but take a look at t/590367 because we never know, it could resolve you problem

Check to see if you have letterboxing/fullscreen turned off (make sure they are both turned on to reduce lag)

I get 0.4~0.6 ms max using the following settings.

My settings:
> Frame Limiter: Unlimited (Must)
> Show FPS Counter: On
> Compatibility: Off
> Reduce Dropped Frames: Off (It stutters suddenly in-game for me if I enable it)
> Detect Performance Issues: On
> Resolution: 1080p
> Fullscreen Mode: On (This one really helps)
> Letterboxing: On
> Snaking Sliders: On (Rest all disabled in this section)
> Raw Input: Enabled
> Map absolute raw input: Enabled

I use High Performance power plan while playing osu!, no lags at all. Also don't update Windows 10 at all, they're just introducing bugs rather than bug fixes. I'm using Windows 10 with no updates. Make sure you roll back/uninstall the updates and disable Windows Update service so that it won't update in the background and hog all the resources later on. Hope this helps!
