So whenever I play I for the most part never miss a note but I always have an accuracy around 88-96%. I know it's how they're calculated based on if you get 100's, 50's, 300's, whatever. I'm just wondering how I can get more 300's than the others. Also, while I'm at it, could someone please explain universal offset to a noob like me <3

You have to hit the notes at the right time to get 300s you can hover over the OD at the top left to see exactly how much time you have to click each object to get what.

Universal offset delays the time at which the objects show up, unless you are experiencing some audio input delay keep this at 0

Hmmm...
I guess the only way you can do that is by practice
Keep playing maps, and try your best to get a good score above what you can
Line up the Approach circle as best you can
Once you do it'll probably be molded into your head, and you can move up to higher difficulties
I play insanes, and i miss a note all the time, so i didnt practice right lol
