BPM is correct.

Use inherited timing sections for 2nd and 3rd timing sections. Just select "timing setup panel" and check "inherit previous timing settings"
For 2nd timing section, offset is 77.666 ms. Also in the timing setup panel check BPM Adjustment = 0.5x
For 3rd timing section, offset is 111.666 ms.

Use distance snap to put your notes at the right distance from each other.

You need to use a different mp3 track, yours is too long.
