Derek agreed on a yes meaning we keep out happy birthday threads the way they where, unlocked and personal.
No meaning we keep the massive Happy Birthday sticky.

Locking/wasting/preventing the creation of individual birthday threads and throwing it all in one supertopic makes absolutely no sense, especially given that said birthday threads are automatically better than 99% of the other "threads" in this forum to begin with.

I'm more concern of how Birthday threads shows the lack of contents Off-Topic has. If we had more and better threads, Birthday threads wouldn't have such big of an portion of the forum 8-)

Anyway, I don't mind people creating Birthday threads.

If you want to congratulate a happy birthday, you can send them a PM and make them feel equally good about themselves (perhaps better, my thread wasn't as big as that other dude's, etc.). Or make them a nice map or other thing they would appreciate. I honestly don't see the point in making a thread when 98% of people won't care, which is a whole 1% less than can be said for other OT topics, and has even less substance than the average Off Topic thread.
