This is your first map , so I'll try to tell some tips on mapping.Kinda a mod.

General
Like grumd said , the offset should be 7300 , and you should kudosu him
You should put hitsounds , to make the music have another feel , and make your beatmap confortable & fun to play.
This kiai 01:22:090 (1) - Should start 1/2 later , and should end 1/2 later. Make sure to make this change on all difficulties, and add the kiai on Easy difficulty.
You must put new combos , like on these big combos on easy 01:28:418 (7) - and remove some random new combos 01:48:106 (1) -

You must set an preview point. Go to the point on the map where you like to hear on the beatmap selection , and go on Timing , then Set preview point. Do this on all difficulties!
Use AiMod (Ctrl + Shift + A) That will really help you

Easy
Put more hitsounds , like clap , whistle , finish... But don't flood / spam them! Do like , whistle , normal , clap , normal , whistle , use your creativity

Looks fine overall to me; I kind of want to hit something at 01:53:496 - though (but maybe that's just me).

Normal:

01:58:653 - For this ending part, I suggest that you put more of the sliders and hit circle on beats rather than off-beats so that it's more intuitive to play.

Hard:

00:16:700 (4) - New combo? This combo seems a little long.
00:18:575 (8) - Same ^
00:22:325 (7) - ^
01:14:825 - I REALLY want to hit something here. :P

Insane:

00:42:950 (5,6) - Stack these on the (7), maybe?
01:17:637 (5,6) - Make the spacing between these the same as the spacing between (1) and (2) (and (3) and (4)).
01:23:731 - Put a hit circle here under the tail of the slider at 01:23:262 - .

Use the offset grumd provided. it may sound off to you because your universal audio offset.
Lower the volume of the hitsounds from 00:07:325 - to 00:14:825 -

[Easy]
What about removing this note 00:15:293 (1) - and replacing it with a slider that starts at 00:14:825 - and ends at 00:15:293 - ? sounds better to me

[Normal]

It would be nice to find a place for a break in this diff, but i guess you could go without one.
00:12:950 (1) - it's not a good practice to end sliders on a blue tick in normal diffs. and it sounds odd. you could make the slider longer, it will sound better.
00:13:887 (2) - ^
00:14:825 (1,2) - ^
01:05:450 (4,5,1,2,3) - this kind of stuff could be hard to read for inexperienced players, try to move 01:07:325 (1,2,3) - so that the player would be able to see the notes easily.

00:10:606 (2,3,4,5) - and 00:14:356 (1,2,3,4,5) - look kinda ugly. you could line them to look nicer and easier to read.

I feel kinda (really) bad for not noticing this earlier.

BPM 127.930 (rather than 128--the timing at the end is very off with 128, and this could be why merely changing your offset isn't helping too much)
Offset 7304 (rather than 7325)

Make sure to snap everything (inherited timing sections and hit circles) to the new timing.

(i already informed Chii of this; his timing has been changed)
