Problem details: Latency spike issues. Can't seem to fix it.

Hi, I have latency that spikes to 20 ms. Usually the latency is around >1 but spikes to 20+ ms something which makes the game borderline unplayable and frustrating. My specs are:
i5-4670k - oc'd to 4.1 ghz
gtx 1080
samsung evo 860 ssd
20 gb ddr3 ram on flex dual channel
I really think that this is enough to run osu without problems. I tried almost every thread I can think of with the solutions but to no avail. I still get latency spikes. Framerate isn't a problem since I limited it to 800 fps. Tried running osu on compatibility mode, running it on admin, tweaking nvidia control panel but still I get weird latency spikes. Any suggestions?
