It's not really too big of a deal, but it's there.
It's only in multiplayer as far as I know
My osu! settings that might matter:

1024x600 windowed mode
Using a custom skin

Try using the default Taiko skin and see if this solves your issue. Get it off the Updater and force it through skin selection.

Happens in spectator mod too... there's been like 3 threads about it before, too lazy to check though xD

skin doesn't matter iirc,
