I have a computer that has an I7 8700k processor, a Geforce GTX 1080ti, and 16gb of memory, yet Osu! somehow manages to stutter... The stuttering isn't constant, as it only happens about once every 5 or so minutes while in the menu or while playing, but this can pose an issue when trying to fc maps. The stuttering can range from slight skipping to completely freezing for several seconds, and is extremely distracting to my gameplay.
