Your version of osu! seems to be old as it is now Stable 20190207.2 (latest).
Try downloading the installer again at https://osu.ppy.sh/home/download and also delete the old installer.

If so:
1. Did this happen with osu only or with everything else?
2. Make sure that the osu installer is in the default download driver. If not, move it there and try again.
3. Try to run the installer in admin or compatibility mode if you are using a Windows version older than Windows 10.
