Problem details: Screen will tear quite often, kind of cutting the cursor vertically and shifting part of the cursor to the left/right

Video or screenshot showing the problem: Can't screenshot screen tearing, it doesn't show up in OBS or a .png, i think it is my either my monitor not rendering frames properly or my osu! which would be weird since i always get 240fps

Screen tearing is something that will always happen when your framerate is not synced to your refresh rate. Vsync was developed to fix this originally but is not recommended due to the way it handles it. *tl;dr, it makes everything feel super sluggish and delayed shite*

Both AMD and Nvidia made their own different forms of sync (FreeSync and GSync respectively) but they are still flawed at a conceptual level and will still add *some* feeling of delay, but not as bad as Vsync.

Most people just suck it up and deal with it.

Either way this isn't an issue, and the ways to fix it are pretty simple.
Enable some kind of Sync if you want. That'll fix the issue. But I don't recommend it at all.
