Before all this i uninstalled Osu because whenever i opened the game it will just freeze then have constant 100ms but now the updater is stuck in a loop

osu! should generate a log file in the location it's trying to install to, please find Update.log and post the contents in a reply so we can see what the problem could be.

Seems like the Discord rich presence is failing to download. What operating system are you using? This has only been observed with Windows XP, Windows Vista, and MAC OS. So I assume it's one of those?

Try downloading this file and manually adding it to your osu! folder https://drive.google.com/file/d/1x17jM9fnbyfbGM9vY6H54UXWECSILwlY/view?usp=sharing (note this is an unofficial download, but it's probably safe. I just like to clarify.)

but my next problem

now it is very laggy in the main menu and in-game at around 100 ms and 10FPS

Before it was working fine but just randomly decided to screw up

i've tried compatibility mode but it seems to make it worse

Try closing anything you have running in the background that you don't absolutely need to have open for your computer to function properly. Also, what is your frame limiter set to in-game?

I have nothing running in the background except the things for my PC to function and my frame limiter is set to 240

Like you just clean booted your computer "nothing" or you have no obvious applications option "nothing"?

Try reinstalling your graphics drivers perhaps.

And what are your specs anyway?
