When you get to a high level does the rate you get PP drop or stay the same because on my main account I get no pp but when I hop on my other account I play the same song and I get more pp. Or is that just me

What's your main and other account?
You can't have multiple accounts, that's multiaccounting and it's against the rules, you're probably going to get banned because you said this.
