This is what my .osz file looks like when I go into the beatmap and do export package:

This is what it looks like when I download the .osz from https://osu.ppy.sh/beatmapsets/853701#osu/1784116:

As you can see, the actual .osu file for the beatmap is missing. This is the same on the reuploaded version https://osu.ppy.sh/beatmapsets/863760#osu/180665 and on another map I made before https://osu.ppy.sh/beatmapsets/831907/#osu/1742760. This wasn't an issue before as people were able to download it.

I made another map to test if it's on all maps https://osu.ppy.sh/beatmapsets/863803#osu/1806740 and this one downloads fine? I also added a background and the same hitsounds as the other map and it works on this one.

I tried clearing Submissions Cache, changing the .osu file to have beatmap ID 0 and mapset -1, as well as moving the folder, f5 my maps, changing beatmap ID to 0 and mapset to -1 as well as changing the creator name, then changing the folder to a .zip renaming to .osz, dropping into osu! and then changing the creator back to my name and uploading. That resulted in the reupload version and it still doesn't work.

It would be greatly appreciated if somebody could help me solve this issue. I'd like https://osu.ppy.sh/beatmapsets/853701#osu/1784116 and https://osu.ppy.sh/beatmapsets/831907/#osu/1742760 to have a fixed download and for https://osu.ppy.sh/beatmapsets/863803#osu/1806740 and https://osu.ppy.sh/beatmapsets/863760#osu/1806656 (this one is the reupload) to be removed. Thanks :)

Here are the working .oszs from when I export: https://www.dropbox.com/s/htyteej15rmru8q/t%2Bpazolite%20vs.%20RoughSketch%20-%20GRK%20Spice.osz?dl=0

Remove "soft-sliderslide.wav" and any other 0 byte files in your beatmap folder that I may have missed and then try updating your map. 0 byte files happen to mess with beatmap submission.

That fixed it, thanks man you're a legend! If you're able to remove the two maps I requested to be removed that would be great too, but if not, no bother.

My understanding is that BSS treats 0-byte files as a kind of "stop" command, and anything after them in the submissions list just gets flat out ignored when packaging.

If you'd like to use a silenced hitsound of any kind, it needs to be a blank 44-byte file, which you can find in the Audio section of the Ranking Criteria for future reference.

Have removed the two maps requested, hopefully the problems are resolved. Happy mapping!
