Should I go back and learn ar8?

I took a long break from osu!, before I quit I was only playing 4 star ar9 maps but I could never consistently fc them, I even had trouble being consistent in 3 star ar9 maps and it was like that for months. I came back to osu! just recently and I am having the very same problem and I just wanted to ask if going back to ar8 3 star maps and learning to consistently fc them would help me get past my wall that I’m currently at? Any advice would be appreciated.

It's really all about knowing what you are doing and being comfortable doing that. So in my humble opinion it's good to learn AR8 as a foundation for AR9 even though it's not absolutely necessary.

consistency is very important, it's a wise choice to step back, and keep trying
after that, you may raise the difficulty slowly and slowly, until when its time to head back to 4* ar9

If you want to be able to read AR8 then yes. Otherwise, no, you'll be wasting your time. You'd be better off just playing slightly easier songs and trying to FC these and slowly work your way up.
